Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a LEAD FINANCIAL SERVICES TECHNICIAN - TITLE 5, Position Description Number PDT5130000 and is part of the KY USPFO, National Guard. Responsibilities As a LEAD FINANCIAL SERVICES TECHNICIAN - TITLE 5, GS-0503-9, you will serve as Team Leader. Communicate assignments, projects, priorities, and other program issues to the team. Advise and assist in identifying issues and solutions. Lead the team in identifying, distributing, and prioritizing workload and tasks. Monitor and report the status of work, problems, and training needs. Evaluate and make recommendation to resolve complaints of employees. Recommend awards, rewards, and recognition to Branch Chief. Perform financial analysis of accounting, logistics and computer file systems concerning pay, accounts payable, and travel entitlements. Analyze facts of financial transaction problems/issues; verify and evaluate data; obtain information to reconcile discrepancies; and apply fiscal laws, regulations, and procedures for resolution. Use independent judgment to reconstruct incomplete files, devise more efficient methods for procedural processing, gather and organize information for inquiries, or resolve problems referred by others. Use public law, fiscal law, Department of Defense, Department of the Army, Forces Command, NGB, and Defense Finance and Accounting Service regulations, Standing Operating Procedures, Comptroller General Decisions, and policies to execute financial services. Perform research, investigate and solve problems involving reconciliations of discrepancies. Perform complicated actions to solve problems associated with processing actions regarding multiple pay, travel, and accounts payable financial systems. Review and process MIPRs across multiple DOD agencies. Audit pay, travel, and accounts payable authorizations and entitlements to determine compliance with multiple laws, regulations, policies and issuances. Respond to requests for assistance/information from military members, civilian employees, management, and vendors. Train customers on pay and travel entitlements and associated systems, processes and reports. Apply principles and practices involving data protected under the Privacy Act. Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT: May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. May be subject to furlough actions. Acceptance of a Federal position will terminate Tricare Reserve Select (TRS) eligibility. This position is located on a tobacco free facility. Must obtain and maintain a favorable adjudication of a T3 or equivalent investigation. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Financial Management Level 2 Certification: Incumbent of this position is required to comply with all DoD and DoA requirements of this certification program as a condition of employment for this position. Employees must obtain the appropriate certification levels for their positions within 24 months after initial assignment; and, employees must maintain the positions' continuous training and education studies, as identified for each certification level, during the defined 24 month period. Must complete the requisite quantity of CETs every two years to sustain the achieved certification level Must be fully vaccinated against the Coronavirus (COVID-19) prior to the effective date of appointment. Individuals are considered fully vaccinated 2 weeks after completing the second dose of a two-dose COVID-19 vaccine or 2 weeks after receiving a single dose of a one-dose COVID-19 vaccine. Qualifications SPECIALIZED EXPERIENCE: Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-08) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of the principles and concepts of the National Guard financial business program requirements. Experience and knowledge of financial principles and procedures. Experience providing analysis, validation, processing and correction of financial transactions. Experience preparing and maintaining financial reports, files, and records. Experience researching, interpreting, analyzing, and applying fiscal law, regulations, policies, procedures and legal decisions to resolve complex financial issues/problems and execute the full range of financial services.
