Indian Health Service Motor Vehicle Operator (Materials Handler) in Gallup, New Mexico

Summary

This position is located with the Administration Services Branch at the Gallup Regional Supply Service Center (GRSSC) in Gallup, New Mexico. The primary purpose of this position is to provide for the delivery of supplies and warehousing activities. The GRSSC provides supply support to Navajo Area Indian Health Services (IHS), Albuquerque Area IHS, and Keams Canyon under the Phoenix Area IHS, covering Arizona, New Mexico and Utah.

Responsibilities

Follows established schedules, delivers supplies to facilities serviced by operating a gasoline or diesel powered truck-tractor Routinely inspects vehicles, and ensures scheduled maintenance is performed. Responsible or periodic checks of trucks tractor and trailer tire pressures, trailer connections and braking system, prior to departure and during transit. Selects items for shipment or issue. Assures each item selected is correct insofar as the index number, unit of issue, and quantity. Operates manual and/or electrical powered material handling equipment capable of lifting loads. Receives incoming shipments, unloads, unpacks inspects, counts, and records types and quantities of items against freight bills, bills of landing, packing list and receiving report documents.

This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. Upon tentative selection, selectee will be requested to complete, sign, and submit the Addendum to OF-306, Child Care & Indian Child Care Worker Position form. Due to this requirement, the agency must ensure that persons hired for these positions have not been found guilty of or pleaded nolo contendere or guilty to certain crimes. Measles and Rubella immunization required for selectees born after 1957. Seasonal Influenza immunization is required for civilian health care facility staff working in Indian Health Service health care facilities. Security Clearance: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Fingerprint results and background investigation documentation must be cleared prior to hire. You will receive instructions on how to obtain and submit fingerprints and background investigation documentation. After you begin your employment, your continued employment is contingent upon the outcome of a complete background investigation as determined by the sensitivity level of your position. The investigation must find that you are suitable for Federal employment in your position. If you are found not suitable, you will be terminated after you begin work. If you make a false statement in any part of your application, you may not be hired; you may be fired after you begin work; or subject to possible criminal charges. You may be subject to a credit check as a part of the background investigation process. Fingerprinting, as part of the background investigation process, may be delayed due to COVID-19. All other background investigation procedures will apply. Be advised that your continued employment will require you to complete a fingerprint check within 60 days after notification of return to full operations and successfully obtaining a favorable background investigation. Qualifications

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS:

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. SELECTIVE PLACEMENT FACTOR:

Must possess valid Commercial Driver License (CDL) Class A. (Provide copy of License with application.) You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Additional selection(s) of candidates may be possible within 240 days from the date the certificate of eligibles was issued for this announcement. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned. This position is covered by a Bargaining Unit. No relocation or recruitment incentives authorized. No travel/No moving expenses authorized. No government housing authorized.
