PN# 26036: DEPUTY ASSISTANT DIRECTOR (EXE LEV) - Public Information Officer
This position reports to the Director of the Administration and Regulatory Affairs Department and assists the Director in managing the daily operations of the Department as well as all communications of the Department. This includes day-to-day interaction with news media, preparation and distribution of responses to media requests, public inquiries, and inquiries from City Council. Ensuring accuracy and promptness, keeping track of City-related news coverage – and ARA coverage specifically – gather intelligence of daily media efforts, providing trends assessment, supporting media relations events and assisting in the development of research initiatives to evaluate media relations program effectiveness, writing news releases, speeches, and talking points, etc. Represents the ARA Department as a Department of the City of Houston as a spokesperson when needed, especially during emergencies and acts as a liaison between the City of Houston and the community. Attends various civic, council, public and business meetings when needed. Assists the Director in mentoring, coaching and overseeing staff. Collaborates with staff to manage assigned initiatives and perform other duties as assigned.
Performing these duties will involve: observing and differentiating details, attending to details amid distractions, problem identification and analytical skills, managing multiple priorities, ability to interpret technical and detailed guidelines, writing and speaking effectively, proposing and implementing a course of action and dealing with individuals and groups in a professional manner. Regularly utilizes a personal computer, word processing spreadsheet and database software applications. Must be willing and available to work all shifts, including weekends and holidays.
Will also function in an executive role within the ARA Department to provide professional analytical, administrative and management systems services to the Director’s Office. Communicates with the executive staff in the Mayor’s office and City Council to discuss departmental initiatives and policy issues. Investigates and makes recommendations for addressing issues of high complexity and/or sensitivity. Completes special projects as assigned, working on a wide variety of communications, administrative, professional, management and community issues and problems of high complexity. Represents the Department at meetings and functions to gather information and to articulate the Department’s policy perspective, opinions and recommendations. Handles highly confidential information. Responds to correspondence, requests for information, etc. from the public, other departments, and elected officials. Analyzes and reviews management practices and procedures and develops recommendations for improvement. Negotiates solutions for problems of high complexity. Participates in evaluation and design of workflow, processes, various operations systems, etc.
Requires a Bachelor's degree in Business Administration, Public Administration or a closely related field.
Seven years of progressively more complex/responsible administrative experience are required, with at least three of the years in a supervisory capacity.
A Master's degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two years of experience.
Preference will be given to applicants that possess:
Direct experience negotiating sensitive political and media issues via application of rigorous analytical processes
Comfortable communicating to executive-level personnel internal and external to the organization
Extensive knowledge of MS Office suite, social media platforms, and design production applications
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
