DESCRIPTION OF DUTIES/ESSENTIAL DUTIES

The Houston Health department is actively searching for a skilled individual to provides direction and guidance to multi-disciplinary staff implementing the functions and activities within the Bureau of Human Services – Client Access program.

  • Personnel Management-supervise and manage personnel within Human Services; oversee hiring, disciplinary actions, training and development for the program and compliance with policy, procedures, administrative processes, funding requirements and partner protocols.

  • Strategic Partnerships, Planning and Operations - partners internally and externally to develop networks, alliances, collaborations across boundaries to build strategic relationships and achieve common goals such as addressing access to care and connecting to basic needs/resources.

  • Performance Management - sets, monitors and achieve key performance indicators and short term and long-term program goals and objectives.

  • Special Operations - leads special initiatives and projects as assigned by the Department.

  • Establish policies, procedures, guidelines to monitor quality assurance and program improvement.

  • Provides technical advice, consultation and support to departments and other agencies and partners. Research, review and evaluate data and reports.

The position is physically comfortable; the individual has discretion about walking, standing, etc.

MINIMUM REQUIREMENTS

MINIMUM EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Behavioral or Social Science, Humanities, Business Administration, Public Administration or a related field.

MINIMUM EXPERIENCE REQUIREMENTS

Four (4) years of experience in administration or professional work related to Urban Planning, Public Administration or Service Delivery in a social service agency, public department or a similar facility are required.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

Preference will be given to candidates with:

•Bachelors Degree

*At least 5 years proven leadership experience in delivery of programs and services especially in Human Services. •Experience in policy development and interpretation.

• Experience in managing, training and evaluating staff

• Having vision to think strategically about health issues facing the community and ability to find creative solutions.

• Able to align staff with the vision to foster an environment of trust and active learning while reinforcing positive performance

• Possesses a drive for continued improvement with the ability to direct new initiatives.

• Ability to organize and manage multiple priorities and/or projects by using appropriate business methodologies and tools

• Strong written and presentation skills to communicate effectively with key stakeholders

• Knowledge and expertise in implementation of effective public health strategies and programs
