Naval Sea Systems Command ADMINISTRATIVE/TECHNICAL SPECIALIST in Little Creek Amphibious Base, Virginia

Summary You will serve as a ADMINISTRATIVE/TECHNICAL SPECIALIST with NAVSRFWARCEN DET This position is part of the Warfare Centers Personnel Demonstration Project. The NT-02 pay band encompasses positions equivalent to GS-05 through GS-08. The NT-03 pay band encompasses positions equivalent to GS-09 and GS-10. The full performance level is equivalent to the NT-04 (GS-11/12 equivalent level). Responsibilities You will assure that organization personnel of various technical codes are adhering to established security policies and recommend appropriate action to correct deficiencies You will conduct security surveys and analyses to identify how critical and vulnerable sites are and threats against them. You will conduct site visits for classified testing. You will review and enforce policies for document and access controls, transmission of sensitive information and materials, and related information controls and safeguards. You will identify and define information storage requirements involving mixes of classified information requiring separate controls for access. You will determine the suitability and security eligibility of individuals for entry and retention in sensitive and non-sensitive positions. You will generate and update training packages to ensure that personnel are informed of security requirements. Requirements Conditions of Employment Qualifications NT-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 pay band (GS-05 through GS-08) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying security administration principles, policies and practices to assist in identifying vulnerabilities and protecting information, property, materials or equipment from unauthorized disclosure, misuse, theft or vandalism to support the mission of a security program. Examples of qualifying experience may include: Reviewing requests for personnel or facility security clearances to assure that all required information is provided, requesting missing information from the originators, and granting clearances when derogatory information is absent; Assisting experienced specialists in conducting onsite physical or industrial security inspections or assistance visits and assisting in the evaluation of findings and development of recommendations for changes; Reviewing requests for information security guidance or assistance, identifying the nature of issues involved, and researching guidelines to identify the general policies and procedures that apply to their solutions. NT-02: Your resume must also demonstrate that you have at least three years of general experience that includes one year of experience equivalent to the next lower pay band, NT-01 (GS-01 through GS-04) in the federal service or equivalent experience in the private or public sector. General experience must demonstrate the ability to analyze problems to significant factors, gather pertinent data, and recognize solutions; plan and organize work; AND communicate effectively orally and in writing. Education The following education may be substituted for specialized experience For the NT-03: A master's or equivalent graduate degree; OR Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR An LL.B. or J.D., if related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience. For the NT-02: Successful completion of a full four-year course of study leading to a bachelor's degree; OR A combination of experience and education as described above that equates to one year of experience.
