Description City in South Florida is seeking a Risk Manager to join their HR team for a project.
ESSENTIAL JOB FUNCTIONS: -Develops and implements city wide safety, accident, and loss prevention programs to reduce or eliminate occupational accidents, injuries, illness, deaths and/or financial losses. Determines training needs of various departments, develop, conduct, and track supervisor and employee training in safety and loss prevention, including Occupational and Safety Health Administration (OSHA), and Environmental Protection Agency (EPA) requirements. Serves as the Safety Officer and advises management / staff regarding safety and health procedures, equipment and protective devices. -Manages the day-to-day filing for the City Worker’s Compensation, Return-To-Work, and modified duty programs; coordinates with healthcare providers and the City’s self-insured Worker’s Compensation Program, as necessary; works with the Third-Party Administrator (TPA) on claims handling. -Establishes procedures and develops administrative policies in areas of loss control, risk management and accident investigations. Ensure compliance with established policies and procedures in alignment with local, state and federal laws. -Prepares, analyzes, monitors and manages the risk management $10.5 million budget. -Manages the Risk Management bank account to ensure adequate funding for claims and medical care expenses of injured workers. Processes and submits funding requests to the Finance department, to pay risk related expenses as needed. -Reviews and approves all payments for claims and medical expenses for employees’ work-related injuries. -Reviews all City contracts and recommends adjustments to ensure compliance with State, City and insurance policy requirements. -Prepares RFPs for services required for efficient Risk Management operations. - Prepares Commission agenda items for Risk Management contracts with service providers. - Monitors all transactions related to the Firefighters’ Cancer Bill. - Supervises the processing of FMLA requests. - Conducts extensive field investigations and audits; and/or assists departments with such investigations; follows through with affected department for corrective action as appropriate; and trending analysis. - Conducts research to identify new standards, changes in regulations and services related to safety. - Manages all aspects of industrial injury program including claims handling, return to work, preventative measures, loss monitoring, regulatory compliance, and risk assessment. Investigates and implements the worker compensation and liability claims process. Maintains on-going communication with employees, providers and other customers regarding worker compensation and liability claims.
Liability, Insurance, ADA, etc. Requirements MINIMUM REQUIREMENTS TO PERFORM WORK: -Bachelor’s degree from an accredited four-year college or university with major course work in Business/ Public Administration, Safety or Risk Management, or a related field of study. - Five (5) or more years of full-time, detail oriented-level experience in risk management, worker’s compensation and liability, including two years supervisory experience; - Or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Preferred Qualifications: - Master’s degree from an accredited graduate program in governmental experience, and/or CSP or CRM designation is preferred. - Advanced knowledge of OSHA, DOT, Worker’s Compensation and ADA laws and regulations. - Must possess a valid state driver's license
