Incumbent serves as a Supervisory Accountant (Manager) in a branch within Fiscal Accounting, with responsibility for maintaining, reconciling, and assuring the reliability and accuracy of data, and results of operations in the lines of business. Responsibilities As a Supervisory Accountant (Manager), you will: Provide leadership, direction, and guidance in the management of the Federal government's financial and debt reporting, systems of accounting, shared services, and other government-wide activities Develop and recommend organizational goals and objectives for the policies, programs, and functions under the responsibility of the Assistant Commissioner; Fiscal Accounting; and the standards, performance measures, procedures and program plans, which contribute to the strategic business mission of the Fiscal Service. Ensure the adequacy of the organization’s existing controls and procedures, evaluate the feasibility of automating specific operations, and the extent of compliance with established guidelines and regulations. Advise senior management of initiatives, programs, and pending accounting developments that may impact the Bureau of the Fiscal Service, its businesses, systems and activities, and its stakeholders. Qualifications You must meet the following requirements within30 daysafter the closing date of this announcement. Specialized experience: For the GS-14 is defined as one year of experience at the GS-13 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: - Experience managing projects or leading teams to improve financial or accounting systems or operations; AND- Analyzing current accounting operations in order to improve efficiencies, address service concerns, or improve internal controls; AND- Advising senior level management, customers, and/or coworkers on accounting issues and policies. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:For the GS-14, you must have been at the GS-13 level for 52 weeks. Education Education Requirements: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") . OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
