Job Description:

Experienced software development engineer to support the sustainment and modernization of NOAA ground systems on an existing cloud infrastructure for a new NOAA/NESDIS project. The position will function as a part of a cloud sustainment team to complete approved sustainment tasks in compliance with system engineering, sustainment and quality plans meeting operational availability. The position contributes in the development of programming solutions, software system test procedures, training and documentation updates. The cloud services include, but are not limited to: Data Ingest, Product Generation (PG), Product Distribution (PD), data storage, and data stewardship.

This position designs and implements a containerization strategy in Dev/UAT that could be applied to Ops for a cloud-based environment (AWS, GCP, or Microsoft Azure). This position will automate management and orchestration tasks, integrate processing pipelines for microservices and deploy to Kubernetes. This position will work with system architects to translate user stories/business requirements into well-designed integration solutions. This position will participate in technical design sessions and develop detailed technical solution documentation that is aligned with client business objectives. This position develops, tests, and documents integration solutions, performs custom development, and data migration elements of business applications in the CRM, ERP, and HCM domain. This position analyzes tasks and provides detailed estimates by work breakdown structure for assigned tasks.

Essential Functions:

  • Contribute the sustainment and modernization of NOAA ground systems on an existing cloud infrastructure for a new NOAA/NESDIS contract award

  • Respond to break fixes to support cloud operations

  • Function as a lead of a cloud sustainment team to complete approved sustainment tasks in compliance with system engineering, sustainment and quality plans meeting operational availability

  • Contribute in the development of programming solutions, software system test procedures, training and documentation updates

  • Design and implement a containerization strategy in Dev/UAT that could be applied to Ops for a cloud-based environment (AWS, GCP, or Microsoft Azure)

  • Automate management and orchestration tasks, integrate processing pipelines for microservices and deploy to Kubernetes

  • Work with system architects to translate user stories/business requirements into well-designed integration solutions

  • Participate in technical design sessions and develop detailed technical solution documentation that is aligned with client business objectives

  • Develop, test, and documents integration solutions, performs custom development, and data migration elements of business applications

  • Analyze tasks and provide detailed estimates by work breakdown structure for assigned tasks

    Qualifications:

  • Bachelor’s Degree in engineering and minimum 6 years of prior relevant experience, OR, Graduate Degree in engineering and a minimum of 4 years of prior related experience.

  • Experience developing and reviewing code in Java.

  • Experience and development competency in Terraform, Ansible, Cloud native automation tools.

  • Experience in task analysis to support the generation of work hour estimates for budgeting purposes.

  • Eligible to obtain a security clearance.

    Preferred Additional Skills:

  • Prior experience supporting NOAAs NESDIS Common Cloud Framework initiative (NCCF).

  • Experience with CMMI Level 3 software development processes.

  • Experience with analyzing problems, performing root cause analyses, and proposing resolution approaches.

  • Experience using GIT and Jira to maintain baselines.

  • Experience scripting in BASH or Python.

  • Experience with Agile scrums, sprints, backlogs, and dashboards.
