Air Force Materiel Command MANAGEMENT ANALYST in Tinker AFB, Oklahoma

The primary purpose of this position is to serve as a senior project officer and transition focal point to provide advisory services and recommendations in the management on diverse but interrelated programs for Partnering and maintenance to Maintenance business arrangements for the Aircraft Maintenance Group.


Reviews, evaluates and interprets the impacts-of new programs and policy changes on existing or pending programs for implementation within the. Depot Maintenance Activity Group (DMAG).

Prepares detailed plans for Business Case Analysis (BCA) and performs work measurement, methods and procedures, manpower requirements, benchmarking, and/or studies for work processes.

Conducts competitive sourcing studies

Provides substantive management support services

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. "This position is a developmental (Edit: GS-09 Target GS-12) position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (Edit: GS-09). This position is covered by a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected." GS-9: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Specialized experience includes: analyze data to detect and/or predict potentially significant trends which may adversely impact the transition implementation of new workload. Actively participates with management in planning detailed plans, budgets, and/or schedule for assigned programs. OR

EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR COMBINATION OF EXPERIENCE AND EDUCATION GS-11: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience includes:: Develops plans for implementing transition/new business programs and makes specific recommendations to management. Facilitates in strategic planning to improve organizational direction and focus using appropriate strategic planning tools and techniques. OR

EDUCATION: Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR LL.M., if related.


COMBINATION OF EXPERIENCE AND EDUCATION GS-12: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience includes: Prepares detailed plans for Business Case Analysis (BCA). Performs studies for work processes and functions that are interrelated to improve production capacity/efficiency. Independently performs or participates as a key analyst in studies of broad scope. Develops measurement criteria, procedures. and/or instruments to meet the needs of assigned study. Actively participates with management in planning detailed plans, budgets, and/or schedules foe assigned programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Knowledge and skill in the application of DOD, Joint, and AF management engineering principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy.

  1. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations ..

3.Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions and work procedures.

  1. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy and diplomacy.

  2. Ability to access or locate information through the use of a personal computer and software programs. WORK ENVIROMENT: Most work is performed in a properly heated and ventilated, air conditioned, and well-lighted office setting. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
