Cowi Senior Energy Economist, EU Project Manager in Belgium

COWI Global Advisory provides project management support, financial and economic analyses as well as policy studies to international organisations and financing institutions within the sectors of green transition, environment, energy, transport, and climate action. We provide high quality advice to our customers because we build on the solid technical expertise of our consulting engineer business, which counts more than 8,000 employees worldwide.

You will become part of the Climate and Green Transition team (CGT). The CGT counts around 40 skilled experts who secure our customers the lead in making decisions for tomorrow. We support policy development within energy and climate change. For this position, focus will be on the green transition, energy (renewable energy, energy efficiency) and climate change.


In this position, you will join our global team of experts and work closely with the Market Directors of the Climate and Green Transition team. Your finest task will be to manage projects and proposals, primarily for the EC and EIB. You will be based in our office in Lyngby (Denmark) or in Brussels (Belgium) and you will work together with a team of consultants dedicated to providing high quality consultancy services to our EU clients.

On a day-to-day basis, you will:

  • Manage projects and proposals driven by the European Green Deal agenda for our key EU Clients, mainly DG CLIMA, DG ENER, and the European Investment Bank

  • Manage teams of consultants to deliver high quality deliverables to our clients

  • Design methodologies, supervise and quality assure work

  • Perform studies, impact assessments and ex-post evaluations following the EU's Better Regulation Guidelines

  • Manage client relations and collaborations across several partners

Economics is inherent in much of what we do. This relates for example to cost benefit analysis of EU policies and measures, competition and taxation aspect, and technology development and technology market uptake. Financing is another core dimension related to e.g. assessment of financing needs, EU funding measures and investment instruments, and financial assessment of infrastructure and investment projects.

To succeed in this position, you should be a team player with strong project management and coordination skills. You have a good customer understadning and you are good at ensuring alignment between the client's success criteria and the deliverables produced. Moreover, you have strong team leadership and communication skills and a keen eye for business.

Furthermore, you should:

  • Hold a degree as Economist with practical experience in applying economic analysis in a policy analysis context

  • Have at least 7 to 10 years of experience in consulting, and at least 5 years of experience as a project manager or team leader in a consultancy company

  • Experience in the areas of energy and climate change in line with the services described

  • Experience with consultancy services to the European Commission and preferably also the EIB

  • Experience in working with the EU Better Regulation Guidelines

  • Excellent written and verbal communication skills in English, and proven ability to deliver consultancy reports to the European Commission

  • It is an advantage if you also master other European languages, besides English.
