AT&T Director-Access-Construction & Engineering in United States

Overall Purpose: This position will be responsible for leading the wireline Contract Administration Center that interfaces with our engineering and construction vendors that work on behalf of AT&T to build our fiber network. The position will be responsible for leading the wireline CAC as well as the Common Function Systems Team. Primary responsibilities will be to interface with the field to ensure that AT&T has the proper vendor relationships in place to deliver our fiber builds at the best possible unit cost.

Directs all wireless and/or wireline outside plant engineering, planning, design and construction activities in a geographical area. This is a supervisory role with responsibility for directing; planning; apportioning the work of employees including interviewing, selecting and training; recommending the setting and adjusting of rates of pay and hours of work; establishing and monitoring attainment of objectives; coaching and assessing performance; and ensuring compliance with company and regulatory policy.

Key Roles and Responsibilities: Approves or recommends approval of long and short- range planning, specific and routine authorizations, including plans and specifications. Responsible for scheduling of work offers and the managing of the Outside Plant (OSP) budget. Responsible for contract negotiations for the performance of outside plant construction engineering and installation/repair of a specific area. Responsible for the operational effectiveness of provisioning OSP facilities relative to customer service activation and assurance. Directs and controls capital budget for outside plant for specific market area. The job has direct and indirect supervisory responsibility for employees below Director level. May also indirectly or directly manage the work performed by contractors, vendors and or partners. Typically reports to fourth level or senior manager.

Education: Typically a Masters degree in Math, Science or Engineering preferred or equivalent related network technical experience. Experience: Typically requires 10 or more years of experience and at least two years of management responsibility. Supervisory: Yes. Environmental Requirements: This position may be responsible for contributing to compliance by AT&T with environmental laws and regulations as applicable to its job function. This may include, but is not limited to, work related to fuel tanks, emergency and stand-by generators, boilers, hazardous waste, hazardous materials, batteries, manholes and vaults, water wells, linear and other construction projects, water discharge or air emissions.
